Since taking office in 2002, the PSD-CDS/PP coalition Government announced its intention to modernise and revitalise the health services, stipulating that the SNS of the future should be guided by the needs of the patients and have greater responsibility and efficiency. In this context, a major SNS restructuring programme is underway with measures covering all operational aspects.
As part of this restructuring process, the Government has launched an ambitious initiative on Public-Private Partnerships, namely, the management and financing of hospital units with the participation of the private sector. A legal framework has also been established for the setting-up of partnerships. This is to be followed by specific legislation regulating the different types of partnerships and the launch of a number of projects. The Government’s immediate plans include the construction of 10 new hospitals and the renovation and replacement of a number of others. Most of the proposed new hospitals are to be built under PPP/PFI scheme along the lines of the UK model. The estimated value for this major hospital programme is in the region of €1.6 billion.
Public and private sector partnership is to be extended to other aspects of health service. A new Hospital Bill in Autumn 2002 provided the State hospitals to be managed by private entities, while remaining under State ownership. Under this bill, State hospitals will be transformed into public companies (“sociedades anónimas de capitais públicos”) and, where they have accumulated debts, creditors will be able to acquire capital in the hospital companies. Increased hospital services are also to be contracted out to the private sector

The Portuguese national health service is run by the "Ministério de Saúde" (Ministry of Health). Contributions to the national health system are deducted directly from employees' salaries. All persons covered by the general social security scheme are covered for health care.
As soon as you take up employment a "Livrete de Assistência Médica" will be automatically issued to you by the state health centres (Centro de Saúde) or the regional centres (Administracões Regionais de Saúde) or directly from your employer.
Regional social security offices (Centros Regionais de Segurança Social - CRSS) or the special information department for foreign nationals in Lisbon (Departamento de Relações Internacionais e Convenções da Segurança Social) may be contacted for further information.
Free emergency treatment is available to visitors/employment seekers but you should remember to bring appropriate e-forms with you.

The Portuguese Health System Observatory has unveiled its Spring 2005 Report - The observatory in Portugal was set up as a health information and knowledge management network by four different university departments and the European Observatory works closely with it. Its website is mostly in Portuguese but the latest developments (“ultima hora”) is also in English, including news of a review of its proposed “Guided Tour”, an interactive computerised information system on the evidence base for health policy. The European Observatory is currently updating the Portuguese HiT profile of the health care system, produced in 1999. In pdf format (1.68 MB)

European Health Report 2005 – The European health report responds to the statutory requirement to provide the Member States with essential public health information. The report focuses on concrete evidence useful for decision-makers in public health. Its role is to summarise and feed back to Member States the information created, deposited and “accredited” during the Regional Office’s work with Member States on key topics and issues in public health in Europe, in the context of the values and principles of WHO as “one Organisation”.
